The woman yesterday from the VA would NOT even let me talk on the matter WITHOUT Gian's permission? After Gian gave his permission and handed the phone back to me, the call was disconnected? 

Gian does NOT speak great English and all the web and rules and application processes are foreign to him.  As I said, I applied twice on his behalf, but in his name.
